Paul T. Kim is Principal of Kendall Square Policy Strategies, where he advises Fortune 500 companies, emerging biotech firms, trade associations, and national patient organizations on U.S. FDA policy, life sciences regulation, and public health strategy. With more than 30 years of experience in Washington, D.C., Paul is a seasoned expert in legislative and regulatory strategy, public-private partnerships, and federal health policy.
Before founding his firm, Paul spent two decades as partner and co-chair of the FDA and government strategies practices at Foley Hoag LLP. He previously served as health policy counsel to Senator Edward M. Kennedy, Congressman Henry Waxman, and Senator David Pryor, and held policy roles at the FDA, the American Foundation for AIDS Research (amfAR), and Ciba-Geigy.
His work spans drug and device law, rare disease and orphan drug policy, public health and immunization, biodefense, and congressional oversight. He has advised clients before FDA, CMS, HHS, and BARDA, and contributed to major federal legislation and reforms. Paul serves on the board of Friends of Cancer Research and advises organizations including the National Organization for Rare Disorders, No Patient Left Behind, and Nucleate. He frequently contributes to leading policy publications and speaks on FDA and public health issues.
He holds a JD from Georgetown University, an MPP from Harvard Kennedy School, and an AB cum laude from Harvard College.
