Matthew Weiner is a native of New York who retired as a U.S. Navy Captain with more than 21 years of active service and a distinguished career at the intersection of military medicine, biodefense, and federal science policy. He holds a Bachelor of Arts from Hamilton College and a Doctorate in Microbiology and Immunology from the University of Michigan, Ann Arbor. He was selected for and completed the Navy Medicine Director’s Fellowship in Biodefense.
Dr. Weiner’s military career culminated as the Director of Medical Research and Development at the U.S. Navy’s Bureau of Medicine and Surgery and as the Chief Scientist to the Navy Surgeon General. He was responsible for strategic engagements and coordination across the Department of Defense, the Department of the Navy, and the Defense Health Agency with a focus on infectious disease, military operational medicine, and maritime operations. Dr. Weiner provided Department of the Navy oversight of $1.6 billion of Defense Health Program Research, Development, Test and Evaluation funds executed annually across the government, academia, and the private sector. His office provided oversight of all human and veterinary research funded by or conducted within the Department of the Navy.
A proven science leader in complex, high-stakes environments, Dr. Weiner served as a senior executive science advisor to the Secretary of the Navy, Chief of Naval Operations, and Commandant of the Marine Corps during the COVID-19 pandemic, enabling continuity of naval operations fleet-wide. Operationally, he served as Director of Operations and Threat Assessment and as Officer in Charge, Forward Deployable Preventive Medicine Unit Team Six. He deployed as OIC of the Navy’s Ebola Detection Laboratory in Monrovia, Liberia during the 2014 West African outbreak and in field assignments across INDOPACOM, AFRICOM, and CENTCOM. Dr. Weiner held research and program leadership roles as Program Manager for Biotechnology at the Naval Research Laboratory, Head of the Scientific Research Department at the Armed Forces Radiobiology Research Institute, and Head of Operations at the Biological Defense Research Directorate of Naval Medical Research Center.
